Bill married his teenage love, Peggy Byrd on February 14, 1954, and together raised two children, Linda and Bill, Jr. The family enjoyed their early years living on the beautiful Isle of Hope. Together, they shared many fun times with family and friends boating to coastal islands, adventurous camping trips, his favorite hobby “crabbing”,  fishing and his love for oysters!  Bill especially loved walking the beach and finding treasured sea shells.  One of his greatest joys was watching the sunrise.

Bill was a devoted, faithful Christian and an Elder in the Presbyterian Church. He served on various Church committees and was a past Moderator of the Savannah Presbytery. He was also a past Commissioner to the Denominations General Assembly, and past Board Member of Presbyterian Homes of Georgia. In the early nineties, Bill was asked to share his expertise in the engineering field, to assist on a “Faith in Practice” mission trip to Guatemala to improve road and drainage improvements.

Bill began his employment with Thomas & Hutton Engineering as a land surveyor and quickly advanced during his forty-five years with the Company to become a major stockholder of the Company and the Chairman of its Board of Directors at the time of his retirement in December 1997. He was a member of the Urban Land Institute, Chairman of the Georgia Region 12 Advisory Council, member of the Georgia Coastal Zone Advisory Council, member of the Wachovia Bank’s  Coastal Advisory Board, and a member of the Board of the Savannah Business, Education and Technical Alliance. Bill was a Charter member and past Director of the Rotary Club of Savannah South, a Paul Harris, Will Watt and Hue Thomas Fellow. He also served on the Advisory Board for the Bamboo Farm and Coastal Gardens and was a former member of the Tybee Light Power Squadron.

In 1975, Bill and his family became early “settlers” of The Landings on Skidaway Island where he was active in community affairs. He served on The Landings Association Board of Directors, several community committees and served as The Landings Association Board President. Bill helped organize the Skidaway Island Division of the Southside Fire Department and later served on the Southside Fire Department’s Board of Directors as its President. Bill served on the Board of the Skidaway Health and Living Services, Inc. (The Marshes of Skidaway Island). He was a Charter Member of the Landings Club and a former member of the Landings Yacht Club. He was a former member of the Chatham Club as well as a former member of the Sea Island Club.

After their move to Skidaway Island the family acquired a second home on St. Simons Island, Georgia. Together they enjoyed all “the Golden Isles”  offered for many years. Bill was also highly active in community life there as well.

I extend my condolences to the Foster family. I was Mr. Bill Foster’s nurse at Dialysis. He was one of my favorite patients and I will miss him dearly. He was a Great Man. Our daily conversations were very special to me. He often talked of his love for the Lord, and the “Love of his life” Mrs. Peggy. Oh how he adored her. She was his Life! Take care of her Family and know he is at Peace. Fly high Mr. Bill.

- Tonya Tarver, Savannah, GA

I'm sorry to hear of your loss. I had the privilege to work with Mr. Foster on several projects for The Landings Association. Whenever we needed information, or the back story on why something was constructed a certain way, Mr. Foster was our go to resident expert on all things Landings! I was amazed by his keen memory. He had a passion for the field of engineering, was very generous with his time, and was always willing to help his friends, community, and neighbors. I enjoyed our time together and feel honored to have known him. Wishing the family peace during this difficult time.

Wally and I l are so very sad to hear of the passing of this great man. Mr. Foster hired me at Thomas & Hutton in the early 80’s. This began a great career for me through retirement. He was a great leader and I’m so thankful I was part of Thomas & Hutton during his leadership and beyond. Please accept our heartfelt condolences to Mrs. Foster, Linda, David, and all extended family.

I’m heartbroken with the loss of my precious uncle. He meant the world to me, and I will miss him for the rest of my life. He was a Great Man and anyone that knew him was very blessed.

I am so thankful for the life of my Uncle Billy. My Mother's brother, they were so close and shared so much in life. After my parents were gone, I feel like Uncle Billy kept in touch and made sure my family and my sisters' families were doing well. He was always an inspiration to me and I feel like we were so close over the last several years. I knew his goal was to make sure "his girl" Aunt Peggy was taken care of....and he did that until his last breath. His loving eyes said it all.....caring, loving and always humble. See you on the other side my sweet Uncle...

- Brenda Clanton Salter & Mac Salter, Savannah, GA

My deepest sympathies to Mrs Peggy, Linda, and the rest of the Foster family. Our families had a long time relationship although we had lost touch in recent years. I know my parents (Vreeland and Allene George) are in heaven reminiscing about the good old days with Mr. Billy! Prayers and thoughts are with you.
